A new portal offers a Windows 11 refund path for buyers who never wanted Microsoft’s operating system in the first place. Most PCs ship with Windows 11 already licensed, paid for, and pre-installed, a setup that frustrates many users, particularly Linux enthusiasts who plan to wipe the OS the moment a new machine leaves the box.
The Refund4Freedom site, created by the Italian Linux Society and the Free Software Foundation Europe, argues that consumers should be able to buy laptops without a specific operating system and should not have to pay for a license they don’t want. The site provides information and forms designed to help buyers recover that cost. One reported success saw a user get back as much as €150 (roughly EUR 150) from Acer, tied to a Windows license reimbursement.
Three Core Demands
Beyond helping individuals seek refunds, Refund4Freedom lists three key demands. The first is that device manufacturers and vendors should not impose an operating system or software on consumers or force them to pay for software they don’t want. The site also wants shoppers to be able to buy hardware without pre-installed software and to see product pricing both with and without Windows included. Finally, it urges manufacturers to clearly spell out the steps for requesting and obtaining a refund for pre-installed operating systems and software, keeping the process as friction-free as possible.
How Brands Compare
According to the site, not all manufacturers and vendors handle refunds the same way. Acer and Lenovo both operate reimbursement procedures for Windows. Asus reportedly has a hidden reimbursement procedure, though the details provided focus on an Italy-specific contact method. Dell and HP, per the site, offer no reimbursement procedure for Windows at all. The list is not exhaustive, so results may vary by brand and region.
The Rejection Procedure
Whatever PC you buy, Refund4Freedom recommends a deliberate rejection procedure. Start the computer and take photos showing the contract clauses that address reimbursement. Critically, do not format or erase the machine’s storage at this stage. Next, contact the manufacturer’s customer service in a recordable way, so email or messaging is encouraged to keep documentation.
If those steps stall, the site provides a pre-made form to fill out and forward. That form is Italy-centric, referencing the Autorità Garante della Concorrenza e del Mercato (AGCM) and a ruling by Judge Dr. Mirko Buratti of the Court of Monza, so buyers elsewhere would need to substitute rulings and authorities relevant to their own country.
