Android developers face new memory requirements as RAM prices climb and supply tightens across the industry. Earlier this week, Google published fresh rules for apps distributed through Google Play, requiring them to operate within strict memory thresholds beginning in 2027.
The goal is to stop a single misbehaving app from consuming excess RAM, causing system-wide slowdowns and degrading the overall smartphone experience. Google directly cited the ongoing memory supply shortage, now a scarce and expensive resource amid surging AI demand, as one of the reasons behind the change.
These are requirements, not recommendations. Google warned that apps failing to comply “will be slowed down and may be terminated.” The compliance window is also relatively tight compared with many of Google’s past developer updates.
What the New Rules Mean for Android Users
Rather than restricting innovation, the rules formalize efficient memory use, faster app launches and smoother multitasking. Once these standards are baked into the codebase, they could stay in place for years, potentially meaning phones no longer slow down with each OS update.
For everyday Android users, the shift could be a win. Apps may run better on today’s lower-end phones and computers, and the change could extend the life of older hardware by slowing the steady rise in system requirements. Software that performs well on low-end devices typically runs even faster on high-end ones.
Why the Memory Crunch Is Reshaping Development
Operating system and application developers have grown used to prioritizing showy, resource-heavy features that showcase high-margin devices packed with memory, storage and powerful processors. The component supply crunch and rising prices have made low-end phone and computer configurations essential to sustaining sales in contracting device categories.
The shortage affects anything produced in a semiconductor fab, though the impact is most visible in memory supplies and pricing. Fab resources have been, or are expected to be, redirected toward the most profitable products, which currently means components critical to AI, especially data centers. Memory producers can earn far more from high-bandwidth memory and SRAM for advanced processing than from the DDR memory used in consumer devices.
That gives developers strong incentives to optimize operating systems and applications for lower memory and less powerful hardware. Even if the memory shortage eases in 2027, which is considered unlikely, the performance benefits should persist for some time.
RAM Shortages Reach Windows, Too
The strain extends to Windows as well. Windows 11 lists 4GB of RAM as its paper minimum, though real-world performance on 8GB has long been questioned. In March 2026, Microsoft announced it was addressing Windows 11’s performance concerns.
