Google is tightening how Android apps use device memory, a move driven by the ongoing global memory shortage that has reshaped the smartphone market. The company has rolled out stricter guidelines designed to keep applications running smoothly across a broader range of hardware, particularly phones with limited RAM. Developers have until February 2027 to bring their apps into compliance and shrink their memory footprint.

The timing reflects broader pressure on the industry. AI data centers are absorbing much of the world’s memory and storage supply, pushing up costs for component makers and device manufacturers alike. Smartphone brands are responding in different ways: some are cutting the amount of memory in their phones, while others are passing higher costs on to buyers.

Why memory limits are tightening now

Before the shortage, entry-level smartphones commonly shipped with 6GB to 8GB of memory. Many manufacturers have since scaled that back to 4GB, a reduction that can meaningfully affect performance. Google’s new rules are meant to protect the user experience on these lower-memory devices.

Under the policy, if an application exceeds predefined memory thresholds, the Android operating system will step in by slowing the app down or forcibly closing it to prevent system-wide slowdowns and crashes. That effectively makes memory efficiency a requirement rather than a recommendation for apps distributed through the Google Play Store.

Three areas developers must optimize

Google is asking developers to focus on three key areas: dynamic memory usage (anonymous RSS plus swap), bitmap memory usage, and DEX code.

Dynamic memory usage covers the temporary memory an app consumes while running. Developers are expected to implement smarter memory management that releases memory once it is no longer needed, such as when a user stops interacting with the app or when it moves to the background.

Bitmap memory usage is another priority. Bitmaps are widely used to display rich images, but they consume far more memory than text. Overusing them can quickly exhaust a device’s available memory, so Google advises developers to use bitmaps carefully and adopt more efficient image-handling practices.

Code optimization rounds out the list. Apps often accumulate redundant or unused code during development, and shipping unnecessary code inflates the memory footprint. The new guidelines require developers to clean and shrink app code by at least 25% using tools such as R8 before publishing to the Play Store.

Extending the life of existing hardware

The push mirrors a wider industry trend toward getting more out of devices users already own, as many consumers hold off on upgrading. Microsoft, for instance, has committed to optimizing Windows 11 to run smoothly on machines with 8GB of memory, reducing pressure on users to add more.

Google’s policy applies a similar philosophy to Android, with the February 2027 deadline giving developers time to adapt before enforcement takes effect.
